  • Dolly Parton’s Imagination Library: Commissioners will consider an agreement and payment to the Permian Basin Literacy Coalition, the local administrator of Dolly Parton’s Imagination Library. Earlier this year, the coalition briefed the court on the program’s growth, reporting that 1,349 children, about 10 percent of eligible kids under age five, had enrolled since the January launch, with a long-term participation goal of 65 percent.

The program mails free, age-appropriate books each month to children from birth to age five. During the earlier presentation, Lisa Wyman of the Literacy Coalition told the court, “This is about building a love for books and learning before a child ever enters a classroom,” noting that low-income neighborhoods may have as few as one book available for every 300 children.
