  • Airport shuttles: Council will consider buying two shuttle buses for $255,734 to connect the airport’s new remote lot with the terminal. Currently, no shuttles operate at Midland International Air & Space Port. The airport is funded by user fees, not city property or sales taxes. Purchases like this come from the revenue the airport generates on its own.

  • Airport lighting: A $129,065 contract would install permanent decorative lighting at the airport. Council previously rejected a $650,000 temporary deal and told staff to bring back permanent options instead. The project would be paid for with airline boarding fees the airport collects. Any fees left unspent after Sept. 30 must be split evenly with the airlines, so the city has been looking for effective ways to use the money.

  • Airport grants: Two federal grants totaling $18.3 million are slated for council approval to modernize the terminal and expand passenger screening.

  • Briarwood Avenue: The city will oversee construction and widening of a half-mile stretch of Briarwood east of State Highway 158 to Avalon Drive. The county will chip in $2.5 million through a partnership with the city.

  • MISD school roads: Council will commit to roadway, water, and wastewater improvements adjacent to new Midland ISD facilities.

    • Midland Lee High School: Up to $11.5 million over three years for Avalon and Thomason extensions and related projects.
