What to watch: The Midland College Board of Trustees will meet on Tuesday, July 21, and call a general election for four of its nine seats, Places 3, 7, 8 and 9, on Nov. 3. The board will also consider spending $195,754 to put a telephone in every Midland College classroom, a purchase the college ties to a new state school-safety law.

  • November election for four seats: The trustees will consider ordering a general election and notice of election for Places 3, 7, 8 and 9, on Nov. 3. Jacobe Kendrick holds the Place 3 spot after the board appointed him in March to fill the unexpired Place 3 term previously held by Larry Lawrence. Adrian Carrasco holds the Place 7 seat, Scott Lynch holds the Place 8 seat, and Scott Kidwell holds the Place 9 seat.

Carrasco, Lynch, and Kidwell all joined the board in 2020. Midland College trustees hold six-year terms. Candidates who want a place on the ballot file with the college, and the state’s filing window for a November election runs through mid-August.

  • Telephones in every classroom: The board will consider buying hardware, software, desk phones and installation services to put a working telephone in every Midland College classroom. The college plans to pay for the project out of current-year strategic planning funds, with ongoing costs covered by its IT software budget.

The college says its current phone system does not have an individual phone in each room and points to Texas House Bill 121, a 2025 school-safety law requiring that employees have immediate classroom access to a phone or other device to reach emergency, law enforcement and fire services.
