  • Midland County Utility District: Commissioners will hear a presentation from the MCUD on its current operations and long-term water supply strategy. The update follows the overwhelming defeat of the district’s $645.8 million bond proposal in May, where 76% of voters rejected the plan. The bond would have funded a complete water system for MCUD’s 35,000 residents, including a reverse osmosis plant, storage tanks, and more than 100 miles of pipeline. Currently, the district has no water infrastructure in place.

  • Jail sewer line: Commissioners will consider a contract with Edgardo Madrid & Associates for engineering services to build a permanent sewer line for the new Gary Painter Detention Center. Construction on the 230,000-square-foot jail began in June 2024, with completion expected in November 2026. The $170 million facility will include 800 beds in its first phase and eventual capacity for 1,200 inmates. The site covers 234 acres in southeast Midland, near Greenwood.

  • Budget discussions: Before the regular meeting, a special session will begin at 8:30 a.m. for elected officials and department heads to present preliminary budget requests for the 2025–2026 fiscal year. These early discussions will help shape the county’s proposed budget and tax rate, with final adoption expected in September.
