What to watch: The City of Midland Planning and Zoning (P&Z) Commission will meet on Monday, Aug. 17, and consider multiple plats across the city and into the extraterritorial jurisdiction (ETJ).  Two items ask the commission to reinstate previously approved plats that have since lapsed, reviving stalled large-scale development proposals in the northwest and south ETJ.

Key points:

  • Two stalled projects are back: Commissioners will consider reinstating the preliminary plat for Entrada Business Park Addition’s 152-acre tract at the southeast corner of South FM 1788 and West I-20 in the ETJ and a final plat for a 41-acre tract in the same area. The developer plans to subdivide the property for future commercial purposes.

The ETJ is an area outside the city limits where Midland still has limited authority over subdivision plats. State law does not require cities to maintain an ETJ, and property owners may petition to remove their land from the ETJ.

Commissioners will also consider reinstating the preliminary plat for Stonebridge Addition’s 90-acre tract at the northwest corner of North Fairgrounds Road and Loop 250 North in northwest Midland. The developer, Mark Payne, plans for residential and commercial development on the property.

Developers seeking reinstatement means the original approvals expired before construction could begin, and the commission would start the clock again.

  • Church, restaurant plats: Commissioners will consider a preliminary plat for Hollowell United Methodist Church to replat six existing lots for future improvements at the southwest corner of East Kentucky Avenue and South Marshall Street.

They will also consider a replat of less than an acre at the northwest corner of Andrews Highway and Ward Street to allow redevelopment of the existing Long John Silver’s restaurant.

  • More ETJ subdivisions: Commissioners will consider a preliminary plat for the Redneck Retreat, a 10-acre tract near East County Road 140 and South County Road 1160, in the ETJ, for future residential development.

They will also consider a preliminary plat of a 5.6-acre tract near West County Road 120 and South County Road 1222, in the ETJ. The owner is platting the property into two lots to separate the land for sale.

  • Final plats on consent: Commissioners will consider several final plats on the consent agenda. The owner of 3300 Bragg Drive is requesting replatting of the 3.5-acre tract to create two lots for residential development. The owner of the property near North Adams Street and East Front Street is requesting replatting of the 4.6-acre tract to develop an AutoZone.

The owner of 3708 Cardinal Lane is requesting replatting of the 3.8-acre tract to meet the City’s subdivision regulations. The owner of 4702 South County Road 1226 is requesting replatting of the 5-acre tract into four lots for ownership purposes. This property is in the ETJ.
