What to watch: The Midland ISD Board of Trustees will meet on June 24 at 5:30 p.m.

Why it matters: The board will review turnaround plans for four underperforming campuses, review the proposed 2025–2026 budget and tax rate, and discuss academic performance goals.

Key points:

  • Turnaround plans: The Texas Education Agency’s delayed 2023 accountability ratings identified Bunche, De Zavala, Lamar, and Scharbauer elementaries as requiring state-mandated Comprehensive Support and Improvement plans. The board will hold a public hearing to review each campus’s turnaround plan before submitting them to the TEA. Highlights of each plan include:

    • Bunche Elementary: Shift to a K–8 college and career prep model using School Action Fund support.

    • De Zavala Elementary: Adopt a STEM-focused K–8 redesign with inquiry-based learning.

    • Lamar Elementary: Continue the ACE restart model through a district-charter partnership with Third Future Schools.

    • Scharbauer Elementary: Strengthen instructional leadership through professional development funded by a TEA Effective Schools grant.

  • Budget and tax: The district will present its $508 million proposed budget, which carries an $8 million deficit, down from $42 million last year. The tax rate remains flat, but rising property values mean the average homeowner will pay about 1% more, or roughly $15. Trustees are expected to adopt the final tax rate in September after state compression rates are released.

  • STAAR: The board will review preliminary STAAR results and set long-term academic goals:

    • Increase 3rd-grade reading proficiency from 41% to 55% by 2028.

    • Increase 3rd-grade math proficiency from 38% to 50% by 2028.

    • Raise College, Career, or Military Readiness (CCMR) to 83% by 2028.
