  • Vista Del Pueblo: Council will consider allowing a private developer to construct public water improvements for the Vista Del Pueblo subdivision. The neighborhood relies on private wells, but new home construction is reducing available water. The project would allow the subdivision to connect to the city’s expanding northeast water system.

In June, city staff outlined that expansion as part of a broader plan to extend water service to areas annexed decades ago but never connected to municipal utilities. City officials estimated a roughly $2 million cost to cross Loop 250 and another $1 million to extend service into nearby neighborhoods.

Under this new agreement, the developer, not the city, will construct the water infrastructure to serve Vista Del Pueblo once the main line is available. After construction and inspection, the system will become part of the city’s public water network.

  • Housing authority: Council will consider a resolution allowing the Midland County Housing Authority to operate within city limits. State law requires the city to formally declare a need before a county housing authority can work inside a municipality. If approved, the housing authority could develop, finance, manage, and operate housing projects within the city.
  • Downtown housing: Council will also consider a $500 contribution or fee reduction to support a redevelopment of the Midland National Bank building on Texas Avenue into 78 apartment homes and commercial and retail space on the ground floor. The developer plans to apply for competitive 9% Low-Income Housing Tax Credits from the state, so the city’s support is largely symbolic but required for the application.
