  • Northeast Midland water: City staff will present early planning concepts to extend water service to over 400 acres in northeast Midland, including areas south of Loop 250 and east of Fairgrounds Road. The project aims to support future potentially annexed development and provide water access to existing homes. Additionally, the project aims to lower infrastructure costs by coordinating with upcoming TxDOT roadwork.

  • Downtown bar regulations: Council will take final votes on Specific Use Designation requests for Hot Shots and Double Bar Saloon:

    • Hot Shots faces stricter conditions after an objection from BTA Oil Producers that triggered a supermajority vote requirement. Conditions include two certified peace officers on weekend nights and a seven-month review.

    • Double Bar Saloon passed its first reading with lighter conditions, requiring only Level Two security guards on weekends.

  • Federal grants: Council will hold a public hearing on the city’s proposed Community Development Block Grant plan for 2025–2026. Midland expects to receive $1.2 million, with requests exceeding $2 million. Proposed funding recipients include Meals on Wheels, Salvation Army, Casa de Amigos, Habitat for Humanity, and first-time homebuyer programs. The draft plan will open for a 30-day public comment period before final approval.
