  • Midland Entrepreneurial Challenge: Council will review a proposed agreement between the Midland Development Corporation (MDC) and the University of Texas Permian Basin (UTPB) to fund the local business competition. The competition could award up to $500,000 to seven winning businesses. Another $61,000 would cover marketing and administrative costs. The MDC is expected to approve its side of the agreement on July 7.

  • TIRZ No. 2: Council is also set to adopt the final $124.1 million plan for Tax Increment Reinvestment Zone No. 2 (TIRZ), covering 449 acres of downtown Midland. A TIRZ is an area where property tax revenue generated from new growth is set aside to fund public improvements within the zone.
